CDR Borders-Hemphill is a Drug Utilization Analyst in the Office of Surveillance and Epidemiology (OSE), Center for Drug Evaluation and Research, Food and Drug Administration (FDA) located in Silver Spring, Maryland.
CDR Borders-Hemphill is responsible for planning, processing, and transmitting specialized technological information in several drug use databases. She conducts national drug utilization data analyses for special requests from inter- and intra-agency groups and other governmental entities to evaluate U.S. drug utilization and to determine related diagnosis and demographics of the exposed population. She often collaborates with other divisions in the OSE to evaluate the magnitude of adverse drug events and participates in risk management strategies. She serves as a liaison between FDA and contracted database suppliers pertaining to various contractual issues. She assists in directing the design and implementation of administrative and programmatic data systems.
CDR Borders-Hemphill earned a Bachelor of Science degree in Zoology and a Doctor of Pharmacy degree from Howard University. Also, she received APhA Pharmacy-Based Immunization Delivery Certification, Contracting Officer Technical Representative Certification, and a Masters Certificate in Public Health from Georgetown University.
CDR Borders-Hemphill has been a Commissioned Officer in the United States Public Health Service (USPHS) for eight years serving in three assignments. She has received many PHS awards including, PHS Commendation Medal, PHS Achievement Medal, PHS Citation, and four Unit Commendations. She has served as DC COA Chairperson, PHS Races for the Cure Planning Committee for Susan G. Komen National Race for the Cure raising breast cancer research funds for years 2009 and 2010 and Co-Chairperson, PHS Cares Planning Committee for AIDSWALK Washington raising funds to benefit Whitman Walker Clinic, Washington DC (AIDS service organizations) in 2009. CDR Borders-Hemphill has served on the Pharmacy Professional Advisory Committee’s (PharmPAC) Publishing Workgroup and Public Health Pharmacy Workgroup Community Outreach Committee. Also, she has served on the Black Commissioned Officer Advisory Group Health Disparities Committee and Community Outreach Public Health Work Group Committee.
